To elect a moderator for said meeting. Dayna McDermott/Bob Grindle moved/seconded to elect Allan Cahill moderator. There were no other nominations. Allan Cahill was elected moderator unanimously by acclamation. To authorize the Board of Selectmen to borrow, if necessary, money to defray expenses until other funds are available: Kathi Newcombe/Regina DeCesare moved/seconded to so authorize. There was no discussion. Motion carried unanimously by voice vote. To nominate and elect one member to the Regional District 11 Board of Education for a term of three years beginning with their first Board meeting in July 2026. Ed Adelman/Bob Grindle moved/seconded to elect Joy Becker. There were no other nominations. Joy Becker was elected to the Board by acclamation. To authorize the Board of Selectmen to enter into agreement with the Commissioner of the Connecticut Department of Transportation for the expenditure of funds for the fiscal year July 1, 2026, through June 30, 2027, for improvement and maintenance of Town roads: Bob Grindle/Mark Samios moved/seconded to so authorize. The motion passed unanimously by voice vote. To authorize the Board of Selectmen to approve and accept Local Capital Improvement Funds (LOCIP) from the State of Connecticut for road improvement: Penny Newberry/Bob Grindle moved/seconded to so authorize. The motion passed unanimously by voice vote. To approve the 5-year Capital Improvement Plan including the 5-year Road Plan: Bob Grindle/Kathi Newcombe moved/seconded to approve. The motion passed unanimously by voice vote. To hear discussion and act on the General Budget for fiscal year July 1, 2026, through June 30, 2027, as recommended by the Board of Finance, and to appropriate sums of money as required: Bob Grindle/John Tillinghast moved/seconded to open discussion. Mr. Cahill presented the major increases and decreases in the budget. Questions were asked and answered regarding expenditure. The vote on this matter will take place in a referendum. To hear discussion and act on the Hampton Elementary School Budget for fiscal year July 1, 2026, through June 30, 2027, as recommended by the Board of Finance, and to appropriate sums of money as required: Bob Grindle/Kathi Newcombe moved/seconded to open discussion. Superintendent Andrew Skarzynski presented the major increases and decreases in the budget. Several questions were raised and answered regarding the projected increases associated with currently unidentified special education students. Additional questions concerning expenditures were also addressed. The vote on this matter will take place in a referendum. To hear discussion and act to cover additional funding necessary to balance the 2025-26 FY budget up to $20,000. Jessica Samios/Bob Grindle moved/seconded to open discussion. First Selectman Allan Cahill noted that the town is expected to exceed its contingency allocation. Bob Grindle/Kathi Newcombe moved/seconded to so authorize. The motion passed unanimously by voice vote. To hear discussion and act to transfer any remaining road paving funds from the 2025-26 FY budget to the 2026-27 FY General Government proposed budget. First Selectman Allan Cahill noted that there are $186,000 in remaining FY26 funds is expected to be used for repaving of South Bigelow Road. To hear discussion and act to support the Neighborhood Assistance Application submitted by the Audubon Society. Bob Grindle/Jessica Samios moved/seconded to open discussion. First Selectman Allan Cahill noted that the funding would be provided through private sources and that the Audubon Society is requesting only municipal support. Allan Cahill read the following information: At its meeting held on May 21, 2026 the Board of Selectmen voted, pursuant to Section 7-7 of the Connecticut General Statutes, that items 8 and 9 on the call of the June 1, 2026 Annual Town Meeting be submitted to referendum vote on June 9, 2026 between the hours of Noon and 8:00 P.M at the Town Hall, 164 Main Street, Hampton, CT. The designation of the questions on the ballot for said referendum vote shall be as follows: Shall the Town of Hampton appropriate $2,121,358 for General Government for the 2026-2027 fiscal year?
